Answer: France apparently is interesting in getting scoop on Amalgam too, so they sent Michelle and the local French counter-terrorist squad (S ??? or whatever, I can't remember) down to the town. What he's doing in that one picture is saving the rest of Sousuke's AS support crew.

Michelle is actually a member of France's General Directorate for External Security Direction.
