I'd actually like to shoot it and try it out. It would have to be made of uber strong fibers (if it is only just a jacket) and/ or heavy as hell.

THe problem I have with this is that it takes mass to stop kenetic energy. The fibers can be strong enough to prevent penetration, but if you donot have the mass behind it to stop the kenetic energy, you can still be mortaly wounded by the impact.

i.e. Shoot someone wearing one of these in the center of the chest, can shatter the sternum, sending the shards into the heart.

Yep... you may not suffer the gunshot wound, but you'll be bleeding internally due to the shock of the a bullet that was going about 400 mi/h hitting you. The dragon scale armor, though, has a special system designed to spread the shock throughout the entirety of the armor, reducing the risk of injury.
