...depends how much personnel resources Mithril Intelligence has to spare
in Japan just to watch one high schooler, and that's taking into account
blanket 24 / 7 / 365 days of the year UNNOTICED coverage

ADDENUM
Just add'n thoughts on Wraith being female... maybe because the subject
is female and there's certain times where it'd be rather... inconvenient
for a male watcher... as Sousuke found out the 1st day of class? The
'perv HS girl watcher' costume just adds to 'her' cover in Japanese society
if 'she' is blow.

And there is also the thing that Wraith disguises as a male or female of varying ages to further disguise herself, but I guess as long as it's a female doing watch duty.
