As for Jack Bauer... he wasn't academy-trained; Jack was a member of the US Army's Delta Force and the LAPD SWAT before joining CTU.
Realistically......I say Sousuke. Jack has CTU backup, but then CTU brass doesn't like him very much. Sousuke's got Tessa and Kalinin and Mao and Kurz in his corner.

Has Jack been a soldier since 8? No. Does Jack get to protect a hottie like Kaname 24/7? No. Is Jack even close to being able to see Sosuke's awesome? No again.
