Who is Dis?

Alright now, everyone, tell me who this is. Is he from the novels? Is he related to Kaname? I'm sure this has been discussed in another thread or something but I DO NOT KNOW HIS NAME, hence I am unable to search for information. (AHahahaha no scolding me for not searching. So, nyaahhh) I try to look up FMP characters online but I have not found a bio for him, or really any FMP site with him on it, only Jae's site.
Tell Hannah who I am before I get really mad!

I NEED to know who this is. Everytime I see him, I think "Kouga-kun! Wait, it's what's-his-face..."

Ah, that's Issei Tsubaki.
Tsubaki is the leader of the Jindai High Karate club, and works part-time at a restaurant. He saves Kaname and Kyoko from some thugs during Fumoffu, and then develops a crush on Kaname.
He practices a special form of martial arts that involves ki and something or other, but it's very hit-and-miss... due to the fact that Tsubaki has poor eyesight: he needs to wear thick glasses to target properly.
He faces off with Sousuke on numerous occasions: during the eviction of the Karate Club from their dojo, and challenges Sousuke to duels on the school roof.
Sousuke has never accepted any of Tsubaki's duels, simply because he blows up the challenge letter placed in his shoe locker. ^_^

Am I the only one who thinks his character was inspired by Ranma 1/2? He's like a cross between Ryoga and Mousse.

Thank you for the help. I have yet to see fumoffu because of some trouble *obtaining* it otherwise I would have known him from there. ^_~

Y'know, I only realized that after you pointed that out.
Looks like Weltall's good for something other than cannon fodder. ^_^

Or she just doesn't really care. She can be pretty insensitive when it comes to the feelings of guys. That works out pretty well for Sousuke though.

Haha, just the fact that a strong fighter who wouldn't seem to be strongly affected by chicks blushes and gets all flustered when Chidori is around (need I remind you of his reaction to Inaba in FMPF Ep 15?
). The concept itself is cute. ^_~ The fact that Chidori reacts the way she does adds even more ironic humor...
I have arguments in defense of Chidori, but this may not be the appropriate thread.
