Not having seen the end of the first Gundam Seed series, it appears that Lacus went underground after or before the ceasefire, not being personally involved in any of the negotiations.  Otherwise, I would think that Mia wouldn't be able to pull off the impersonation.  What sort of surprises me, is that Gilbert expected Athrun to play along, as soon as he was introduced to Mia.
