...or put another way, A Standard for the Transmission of IP Datagrams on Avian Carriers (RFC 1149).
Having personally dealt with the SA telecom carrier for the last two years about speed and reliability issues, it's about damn well time...

On a good day, a Tomahawk can fly into the door of a two-car garage at the distance of several hundred miles. And that can ruin your whole day.

You would still have issues with dropped packets.
Also Homing pigeons are a one way protocol. You would need to attach response pigeon to the request pigeon in order to do 2 way communication. That is called the "Reverse Avian Tunneling Protocol" or RAT-P. You need to use RAT-P in order to allow use of pigeon windowing. Pigeon windowing has been proven to be faster and more secure than the FATBYRD protocol for large packet sizes. FATBYRD is notorious for being a larger target that is easily spotted on a network by hunter/hackers.
but then you have the problem with DOS attacks on statues and packet sniffing of course would be discouraged.

"Can I help you?, "you know this section is.." she broke off her sentence as the man walked towards her and nodded, "I think you can Captain".
Tessa looked down, "I haven't been called Captain in 4 years," Wha..what do you want?"
He gave her a devious grin, "I'm here to make sure you keep your promise."
