I just found out that, yes, these are actually official special episodes and were aired in Japan and recorded on tape by someone. So they're not doujinshi.

And I'm shocked to find out that the person who taped them actually threw them away after watching them a few times.

CDJapan's Fumo DVD page

6 Dvds. The final released at the end of April (after a mostly monthly release schedule). We are now almost halfway into June and there are no upcoming Fumo DVD releases.

17 episodes. (including two unaired episodes on volume 1)

Volume 1 : eps 1 2 3 4 (4 half episodes)
Volume 2 : eps 5 6 7 (1 full - 2 half eps)
Volume 3 : eps 8 9 10 11 (4 half eps)
Volume 4 : eps 12 13
Volume 5 : eps 14 15
Volume 6 : eps 16 17

It is absloutely 100% impossible that they would make and air special episodes, and then not put them on DVD. How would they make any money? And why wouldn't they put these specials on DVD?

And backing up even further- if these aired on TV, why didn't the people who got the raws of the rest of the Fumo episodes get these and provide them to subgroups?
Why doesn't anybody else know about them? It's very hard to successfully lie about what anime gets aired in Japan, the tv schedules aren't a secret.

Well, thanks to one who will be nameless, I have them all sitting here on my desktop

I have 15 episodes, some of which are combined into single files. Also 2 'special' episodes that I guess got tacked on at the end, since they weren't released until dvd Vol 1. Because the dvds number the unaired eps in the order they were intended to be aired in, their numbers won't line up with the subbers' episode numbers.

Let's not forget that the 'special' episodes were supposed to be aired, but weren't because of current events. They weren't intended to be special or hidden in any way.

Checked my own, and there's 11 eps counting by the full 30min airtime,
15 counting by the half-and-full eps, to which there are the two
unbroadcast eps...
