is full metal panic only has 24 episodes?

Yes, the first season is 24 episodes. But then there's a second season called Fumoffu that's (around) 13 episodes. A third season is in production right now.

The 2nd season (Fumoffu) isn't really serious in tone at all, it's more like a lighthearted romantic comedy, kind of like a "typical day in the dysfunctional lives of Chidori & Sousuke". It doesn't advance the main plot of FMP, they're more like filler episodes.

The 3rd season is reported to pick up right where the 1st season left off, so it's pretty much the true sequel to FMP 1. And if it's based on the novels, then it'll definitely be more dramatic/serious in tone.

2 "unaired" episodes. They're not really specials per se.
