It's probably a search bot/site indexing program.

I saw it happen before I set a robot.txt to stop them a long time ago. Probably time to update it, I know microsoft's bot has been snooping around and merely banning it hasn't stopped it from showing up on new subnets.

I think our 'natural' max since moving to this host is something like 9 at once.
