Given the license hasn't even been announced yet, it's probably unlikely.
Also interesting to note is that a lot of people don't think ADV will license this (what with their financial woes and all), and think someone else (in this case, funi) will take it from them.

In the past, ADV wouldn't announce a street date until they have the volume mostly ready to duplicate.
Now for something that hasn't even had a license announcement yet??
Maybe ADV did get it, but laid off all their PR people <g>
And shoved TSR in the 'get it done NOW, we need the cash!' pile...
I find this interesting because if it's on the street date list at Suncoast, there likely was some sort of industry chatter or release about this. Unlikely random people at the manager level or better would know about a currently-Japan only release. (not saying managers aren't anime fans, but we're talking about people who make a living off of commercial releases)
Someone might have been wrong about sticking this on the list, but the fact that it showed up is interesting.

If they didn't take so long on getting it going, Fan Subs wouldn't have the opportunity to detract from their cash flow.
I read a "This is how long it takes a show to be produced in English" thread somewhere. I know it takes awhile to get liscensing, translations, word fit scripts, yadda yadda yadda. But geeeeeeeze!
Dedicated fans to the show are going to try to get their hands on the official stuff as soon as possible. They want it to keep going. And the information age has made people a bit more impatient for their "habits."
And with shows that appear to have a strong following in English speaking countries - such as Full Metal Panic (it sounds like novels have been doing fine as well as the anime) i would think that they would go ahead and start making licensing agreements as soon as they hear the Japanese fans are going crazy. I mean after all - If They liked the first, and obviously We all liked the first, there must be some thread of commonality that we all enjoy. Whether it's the A.S battles, the school comedy, Kaname beating up a man who if he were inclined could easily kill her (but instead he just stands there and takes it cause he's a sweetie) -Whoa, got long winded there, the Military and Scientific drama.
I don't know.

Actually, it was rampant licensing that put ADV into a hole. They went on an insane licensing rampage and got a few crap titles which they probably never saw profit for because... well, no one bought them.
Full Metal Panic! however, is not one of those franchises. As far as I know, FMP! has been one of their most successful franchises.

Oh don't worry, I'm skeptical myself.
In fact, I (I go by Apollo on AnimeonDVD) made a thread on that forum about pessimism as to the series actually getting licensed. I felt that ADV in their condition simply couldn't afford it.
However, this is something. It may end up as nothing; but for the time being... it's something.

I think we can really only guess at what ADV's money situation is, unless someone has some exact info. If they stop picking up titles, doesn't that pretty much suggests they're nearly kaput as a company? They still have their existing catalog and titles they still have to release, but, geh, how far could they go without having a shot at the new, fans-want-it-now stuff? They can't keep re-releasing Nadesico.
As for their problems- it wasn't just picking up too many anime titles, it starting the Anime Network, Newtype USA, and manga when they didn't have good access to the publishing/distro thing and against well established competitors (for manga). Also I sort of recall they announced a toy/plushie line which seems to have never gotten far off the ground, they had really expanded their facilities, and of course, last but not least is the LA EVA boondoggle. Ahh, too many pies, can't afford enough fingers. *sigh*
I'm sticking with - It's ultra-odd a japan-only title shows up at Suncoast. It's even more ultra-odd that (currently) it appears that only Suncoast is listing it. It's stinky but there must be some reason Suncoast even knows of it, and I think this thread is well saturated with the needed skepticism.

I am really hoping that this is true, but Suncoast (which is closing a LOT of it's stores) is notorious for saying something is coming out and then not having it (EB is getting bad about that as well...i.e. freaking Twilight Princess...grumble).
I can try to ask Vic (va for Kurz, and of course Edward Elric) if he knows anything (which he should if it's in production). He might not be able to say though, but I'll try to email him later. (and before anyone asks me for his email address, you can find it on his website).

^ He probably will not be allowed to tell you. AoDVD's webmaster knows about licenses that have yet to be announced, but he is not allowed to disclose them either.
In fact, ADV announced license acquisitions this past weekend at Comic Con. They've still got some steam in them.
ADV's not dead, but they're not as strong as they once were. It looks like they're being careful as to not end up worse than they are.
In any event, I'm with Jae on this. It's rather peculiar a retailer would have information about something that should not be known to American retailers at all.
Does this mean May 9th IS the date? Well, probably not. All of this is probably more of an idication of the title floating around somewhere in the US anime industry. Which, as I said, is not much... but is better than "TSR wait wut?!?!?!?" or "Stanely Kubrick made a sequel!?"
