The other ACE games suffer the same problem so they never got an English release. But since the PS3 is region free the only thing you'll gonna worry about is the shipping...
...and the lack of translations.

Yes, all games on the PS3 are region free. You can also open a PSON account on the Japanese servers, and purchase downloadable games through it. However, you need:

a) A Japanese mailing address
b) Read Japanese
