He got his position by demonstrating his skills and judgement in battle. He is the CO of the SRT on board the Dedannan because of that.
All I can say is Mao, Sousuke and Kurtz have a great deal of respect for him. and it isn't because he gives out orders.

Dudes, Kalinin ain't overweight. Look at the size of they guy, he's a russian tank! (a good friend of mine happens to be from Siberia and is huuuuuge)
Also, check out his mad reaction time when he saves Tessa's life by jumping between her & the glass.
Plus there's the previously mentioned stuff (eg. Sousuke's comments, etc).
So imho, Kalinin.
2nd place would prolly be Mao, reasons already stated by others.

Dude, after watching the FMP all over again I would agree with the Grey thing, but its a tough one between Kalinin and Grey.
No that I think about it.... Sousuke wasn't a bad soldier... Just confused man, he had to protect Kaname, come on if you were in that position you would probably do the same thing!! or not!

Grey is dead
The best soldier is one that completes all thier missions and returns. Grey did NOT do that in the "Wind Rising in the Homeland" arc. She didnot complete her missions (both were a complete failure) and she didnot return.
Sousuke disobeyed orders several times, and completely deserted his post (in the novels) and also talked back to the supreme commander (in the novels).
Thus, only Kalinin is left. He has the most combat experience and he is a wise decision maker that can think quickly on his feet.
