You don't need to hit submit twice. When you do, and you get the 'can't post' message, that's the flood control. It kicks in after you submit a post. If your first 'submit' didn't post your post, you wouldn't get that message.

Sounds like you're hanging for some reason when its trying to load the 'Your post has been submitted' page, but without anyone else having a similar problem I can't think its the host.
